2. On 21 May 2025, the Appellant filed a GRC1 seeking to challenge a decision of the Respondent. This was incomplete because it did not include a full dated copy of the decision it sought to challenge.

3. On 22 May 2025, the Tribunal gave a Case Management Direction to provide a provide a copy of the decision that the Appellant sought to challenge within 28 days.

4. On 11 September 2025, the Tribunal issued a further Case Management Direction to the Appellant for him to provide a copy of the decision he seeks to challenge by no later than 25 September 2025. The Appellant was warned that failure to comply with this direction could lead to the Tribunal striking out the appeal.

5. Rule 22(3) requires the Appellant to provide a copy of any written record of the decision he seeks to challenge by way of his appeal.

6. Under Rule 8(3), the Tribunal may strike out a case where (a) the Appellant has failed to comply with a direction which stated that failure by the appellant to comply with the direction could lead to the striking out of the proceedings or part of them; or (b) the Appellant has failed to co-operate with the Tribunal to such an extent that the Tribunal cannot deal with the proceedings fairly and justly.

7. Both circumstances are met in this case. Whilst it is noted that the Appellant has provided further documentation following the Tribunals directions in September 2025, it has still not provided the full dated decision it seeks to challenge.
